C28 fills the practical gap between commodity R-19 in 2×8 assemblies and heavy R-30+ packages in 2×12 rafters: an 8 in. thick, 24 in. wide, 96 in. long unfaced batt sized for nominal 2×10-depth cavities on 24 in. centers. At roughly 96 square feet per package (IDI), estimators get a clean multiplier for podium slabs, wood-framed hotels, and light industrial second floors where the structural package stayed at 2×10 but the energy model still wants a stronger floor/ceiling U-factor.
Unfacing preserves designer control over vapor retarders when this layer sits near conditioned space over parking, unheated storage, or vented crawl zones. Compliance follows the PINK Next Gen bundle: ASTM C665 manufacturing, ASTM E136 noncombustibility for unfaced glass, Title 24 Article 3 language, GREENGUARD validation, and EPD references.
Field teams should watch for crushing at web holes and rim channels, maintain dry storage, and recover full labeled thickness—R-25 performance disappears fast when batts get pancaked behind utilities or at bearing stiffeners.
